The Philippine Navy all-rounder, El Joshua Cariño, is the 21st Pangasinan cycling great since his province mate Rufino Gabot won the cycling championship in the eight-day Tour of Luzon in 1957. Since then, the next races have marked the domination of Pangasinenses in Philippine cycling history.
